Mandate
The core mandate of the Commission is centred on the promotion and protection of the rights and welfare of persons with disabilities throughout Sierra Leone. This includes advocating for non-discrimination, accessibility, social inclusion, equal access to education, healthcare, employment, justice, economic opportunities, and participation in governance and development processes. The Commission also works to address barriers that hinder the full participation of persons with disabilities in society and seeks to promote respect for their rights, capabilities, and contributions to national development.
Functions
- To effectively deliver on its mandate, the Commission operates through a range of functional departments and regional structures that collectively support policy implementation, service delivery, institutional coordination, public advocacy, monitoring, and administrative management.
- The Finance Department serves as the financial management and accountability arm of the Commission. It oversees budgeting, accounting, payroll administration, procurement, financial review, internal controls, financial reporting, audit coordination, and statutory compliance to ensure the prudent and transparent management of institutional resources. Through sound financial governance and resource mobilization, the department supports the sustainability and operational efficiency of the Commission.
- The Human Resource and Administration Department is responsible for managing the Commission’s workforce and administrative systems. It oversees recruitment, staff welfare, performance management, training, compensation, discipline, and personnel administration while ensuring compliance with labor laws and institutional policies. The department strengthens institutional capacity by promoting professionalism, teamwork, staff development, and an effective working environment.
- The Monitoring and Evaluation Department plays a critical role in tracking, assessing, and improving the effectiveness and impact of the Commission’s programs and projects. The department develops monitoring frameworks, conducts evaluations, collects and analyzes data, coordinates research and assessments, and prepares performance reports to support evidence-based decision-making, accountability, and continuous institutional learning.
- The Information, Communication and Outreach Department serves as the Commission’s public engagement and advocacy platform. It is responsible for planning and implementing communication strategies, public awareness campaigns, media relations, stakeholder engagement, and advocacy initiatives that promote disability rights and inclusion. The department also produces information materials, coordinates outreach activities, and strengthens partnerships with government institutions, civil society organizations, development partners, media organizations, and disability communities.
- The Programs Department functions as the strategic implementation and partnership coordination unit of the Commission. It is responsible for planning, researching, developing, implementing, and supervising programs aimed at empowering persons with disabilities. The department works closely with development agencies, Disabled Persons Organizations (DPOs), donors, and other stakeholders to mobilize resources, secure funding opportunities, and implement inclusive development programs aligned with the provisions of the Persons with Disability Act.
