Overview

The Finance Department of the National Commission for Persons with Disability serves as the central financial management unit responsible for ensuring the effective planning, utilization, control, monitoring, and reporting of the Commission’s financial resources. Established under the Persons with Disability Act, the Commission exists to promote the welfare, rights, dignity, inclusion, and equal opportunities of persons with disabilities in Sierra Leone while prohibiting all forms of discrimination against them. In supporting this mandate, the Finance Department plays a critical role in safeguarding the financial integrity, accountability, transparency, and sustainability of the institution.

Key Functions

  • The department is responsible for overseeing the day-to-day financial operations and ensuring that all financial activities of the Commission are carried out in compliance with national laws, public financial regulations, donor requirements, and institutional policies. Under the leadership of the Finance Manager, the department coordinates budgeting, accounting, payroll administration, procurement, financial review, cash management, taxation, auditing, and financial reporting to support the efficient implementation of the Commission’s programs and services.
  • One of the core functions of the Finance Department is financial planning and budget management. The department follows up on government budgetary allocations and other funding sources to ensure the timely disbursement of resources necessary for the operations of the Commission. It also works closely with development partners, donor agencies, and relevant institutions to secure financial and technical support while promoting the prudent and judicious use of all available resources. Through strategic financial planning, the department ensures that funds are allocated appropriately to support program implementation, administrative operations, and long-term institutional objectives.
  • The department is also responsible for maintaining comprehensive accounting and financial record systems for both headquarters and field operations. It supervises the recording and processing of financial transactions through approved accounting systems such as QuickBooks and ensures that all expenditures, commitments, and contracts are properly documented and monitored. By maintaining accurate and up-to-date financial records, the department provides management with reliable financial information for decision-making, performance monitoring, and institutional accountability.
  • Another key responsibility of the Finance Department is ensuring compliance with financial regulations and internal control systems. The department reviews procurement transactions to verify supporting documentation, accuracy of accounts, and compliance with established payment procedures. It also supervises bank and cash transactions, ensuring that proper controls are applied to all receipts, disbursements, and transfers to minimize financial risks, fraud, and misuse of funds. The department further ensures that backup and retention systems for accounting records are properly maintained to safeguard financial information and support audit processes.
  • The Finance Department plays a major role in tax administration and statutory compliance by ensuring that all tax obligations and statutory deductions are processed and remitted to the appropriate authorities in accordance with the laws of Sierra Leone. It also supervises payroll management processes to ensure that staff salaries, benefits, and deductions are accurately processed while maintaining strong financial controls and confidentiality.
  • In addition, the department is responsible for financial analysis, monitoring, and evaluation. It develops financial tracking mechanisms and strategic action plans to monitor institutional performance, identify accounting or compliance issues, and ensure that management support costs and indirect costs are correctly applied. Through regular financial reviews and analysis, the department helps management identify financial challenges, improve resource utilization, and strengthen operational efficiency across the Commission.
  • The Finance Department also coordinates internal and external audit processes by preparing financial documents, responding to audit queries, and ensuring compliance with audit recommendations. This contributes to institutional transparency, accountability, and public confidence in the Commission’s financial management systems. Furthermore, the department prepares annual financial reports, including audited accounts and operational financial summaries, for submission to the Commission within the legally prescribed timeframe. These reports provide a comprehensive account of the Commission’s financial activities, operations, and assets during each financial year.
