Programs Department
Overview
The Programs Department of the National Commission for Persons with Disability serves as the operational and strategic implementation arm responsible for designing, coordinating, managing, and monitoring programs and interventions aimed at improving the welfare, inclusion, empowerment, and protection of persons with disabilities across Sierra Leone. Established under the Persons with Disability Act, the Commission is mandated to promote equal opportunities, eliminate discrimination, and enhance the participation of persons with disabilities in all aspects of national development. In support of this mandate, the Programs Department ensures that the Commission’s policies, strategies, and development initiatives are translated into practical and impactful programs that directly benefit persons with disabilities and their communities.
Key Functions
- The department is responsible for planning, researching, developing, and implementing programs and projects that align with the Commission’s mission, vision, and the provisions of the Persons with Disability Act, 2011. Through evidence-based program planning and stakeholder engagement, the department identifies the needs and priorities of persons with disabilities and develops interventions that promote social inclusion, access to services, economic empowerment, education, healthcare, advocacy, and human rights protection. The department also ensures that service providers and implementing partners operate in accordance with disability rights principles, national laws, and institutional standards established by the Commission.
- A major function of the Programs Department is partnership development and stakeholder engagement. The department identifies, establishes, and maintains strategic relationships with development agencies, donor institutions, government ministries, non-governmental organizations, Disabled Persons Organizations (DPOs), research institutions, policy organizations, and other relevant stakeholders whose support is essential for the successful implementation of the Commission’s programs and objectives. By building strong collaborative networks, the department enhances coordination, resource mobilization, policy influence, and collective action in advancing disability inclusion and development in Sierra Leone.
- The department also represents the Commission at national and international networks, workshops, conferences, seminars, policy dialogues, and development forums related to disability rights and inclusive development. Through active participation and engagement, the department promotes the interests of persons with disabilities, strengthens institutional visibility, and contributes to policy discussions and advocacy efforts that support disability inclusion at all levels.
- Another key responsibility of the Programs Department is program and project development. The department generates innovative ideas and initiatives for collaboration with development partners and research organizations and contributes to the design and preparation of project proposals aimed at addressing the challenges faced by persons with disabilities. It drafts technical and financial proposals, develops institutional funding strategies, and identifies emerging funding opportunities to secure financial and technical support for the Commission’s activities. Through effective resource mobilization efforts, the department helps strengthen the sustainability and expansion of programs that improve the lives of persons with disabilities throughout Sierra Leone.
- The Programs Department further supports knowledge sharing, policy dialogue, and institutional learning among the Commission, Disabled Persons Organizations, development partners, and other stakeholders. It facilitates the exchange of information, best practices, research findings, and policy insights that contribute to effective program implementation, innovation, and continuous improvement in disability-focused interventions. This collaborative approach strengthens coordination within the disability sector and promotes inclusive and rights-based programming.
- In its implementation role, the department supervises and monitors the execution of programs and operational activities to ensure that projects are delivered effectively, efficiently, and in accordance with approved plans and objectives. The department assesses program performance, identifies operational challenges, and provides practical and technical support to improve service delivery and program outcomes. Through continuous supervision and coordination, the department ensures that the Commission’s interventions achieve measurable impact and respond to the needs of persons with disabilities across all regions of Sierra Leone.
- The Programs Manager, who heads the department, reports to the Executive Secretary through the Director of Programs and is accountable for ensuring effective supervision and implementation of all program activities approved by the Commission. The department is also responsible for preparing annual reports on the activities and operations of the Commission within the prescribed reporting period. These reports provide information on program achievements, operational performance, challenges, and progress toward fulfilling the Commission’s mandate.
- Additionally, the department is expected to uphold the Commission’s policies, ethical standards, Code of Conduct, and anti-fraud measures while maintaining professionalism, accountability, and integrity in all program activities. Staff members are encouraged to undertake continuous training and capacity development to strengthen their skills and improve institutional effectiveness.
- Overall, the Programs Department serves as the development and implementation engine of the National Commission for Persons with Disability by translating policies and strategic objectives into practical programs and partnerships that promote empowerment, inclusion, equal opportunities, and improved quality of life for persons with disabilities throughout Sierra Leone.
