Monitoring and Evaluation

Overview

The Monitoring and Evaluation (M&E) Department of the National Commission for Persons with Disability plays a strategic role in assessing, tracking, and improving the effectiveness, efficiency, and impact of the Commission’s programs and interventions aimed at promoting the rights, welfare, inclusion, and empowerment of persons with disabilities in Sierra Leone. Established under the Persons with Disability Act, the Commission is mandated to eliminate discrimination against persons with disabilities, ensure equal opportunities, and promote their participation in all aspects of national life. In support of this mandate, the Monitoring and Evaluation Department ensures that programs, projects, and service delivery mechanisms are properly monitored, evaluated, and aligned with the Commission’s mission, vision, policies, and legal framework.

Key Functions

  • The department serves as the principal unit responsible for the development, coordination, and implementation of the Commission’s monitoring and evaluation systems. It provides timely, accurate, and evidence-based information to management, the Board, development partners, and other stakeholders to support informed decision-making, accountability, transparency, and institutional learning. Through systematic monitoring processes, the department assesses whether projects and programs are achieving their intended objectives and whether resources are being utilized effectively to improve the lives of persons with disabilities across the country.
  • One of the key functions of the department is the design and implementation of comprehensive monitoring and evaluation frameworks for all Commission programs and projects. This includes annual project reviews, participatory impact assessments, process monitoring, operational monitoring, and lessons-learned workshops. These activities help measure program performance, identify challenges and successes, and generate recommendations for improving future interventions. The department also supports the design and development of new programs and projects by ensuring that appropriate monitoring indicators, reporting mechanisms, and evaluation tools are integrated into project planning processes from the outset.
  • The Monitoring and Evaluation Department is also responsible for developing key performance indicators and tracking systems to measure project outputs, outcomes, and impact. It records, analyzes, and reports progress against established indicators and ensures that reporting formats and procedures are standardized, accurate, and timely. Through monthly, quarterly, and annual reporting systems, the department provides comprehensive updates on project implementation, achievements, operational challenges, and institutional performance to management and other relevant authorities.
  • A major responsibility of the department is data management and research coordination. It ensures the effective collection, analysis, storage, and utilization of both quantitative and qualitative data from staff, partners, beneficiaries, and stakeholders for planning, research, monitoring, and evaluation purposes. By promoting evidence-based programming, the department supports strategic planning and policy formulation within the Commission. It also facilitates surveys, baseline studies, impact assessments, needs assessments, evaluations, and special studies to assess the effectiveness and relevance of programs and interventions targeted at persons with disabilities.
  • The department further promotes the adoption and dissemination of internationally recognized best practices, standards, indicators, and approaches in monitoring and evaluation within development and disability-focused programs. By applying professional M&E methodologies and participatory approaches, the department strengthens the quality, credibility, and effectiveness of the Commission’s programs and services. It also ensures that lessons learned from projects and evaluations are documented and shared to improve organizational learning and future program implementation.
  • Capacity building is another critical function of the Monitoring and Evaluation Department. The department organizes and conducts training programs for staff, partners, and stakeholders to strengthen their skills and understanding in monitoring, evaluation, data collection, reporting, participatory methodologies, and results-based management. Through technical support and guidance, the department helps improve institutional capacity for effective project implementation and performance tracking across all regions of Sierra Leone.
  • In carrying out its oversight role, the department continuously monitors project implementation and program progress through field visits, stakeholder engagement, and data collection exercises using both quantitative and qualitative methods. This enables the Commission to identify operational gaps, assess service delivery standards, ensure compliance with the Persons with Disability Act, and verify whether service providers and implementing partners are meeting the Commission’s mission and objectives.
  • The Monitoring and Evaluation Manager, who heads the department, is accountable to the Commission and is responsible for preparing and submitting periodic and annual reports on the activities, operations, finances, and properties of the Commission in accordance with approved reporting formats and timelines. The annual report includes audited financial statements and audit reports, thereby strengthening institutional accountability, transparency, and good governance.
  • Additionally, the department is expected to uphold the Commission’s policies, ethical standards, Code of Conduct, and anti-fraud procedures while supporting continuous professional development and institutional effectiveness. Staff members are required to undertake relevant training and perform other related duties assigned by management in support of the Commission’s objectives.
  • Overall, the Monitoring and Evaluation Department serves as the accountability, learning, and performance management arm of the National Commission for Persons with Disability. Through effective monitoring systems, research, reporting, evaluation, and data-driven decision-making, the department strengthens the Commission’s ability to deliver impactful, transparent, inclusive, and results-oriented programs that improve the lives and protect the rights of persons with disabilities throughout Sierra Leone.
