Overview
The Human Resource Department of the National Commission for Persons with Disabilities plays a central role in managing the Commission’s human capital and administrative systems to ensure the effective delivery of its mandate under the Persons with Disabilities Act. The Commission was established to promote the welfare, rights, dignity, inclusion, and equal opportunities of persons with disabilities in Sierra Leone and to eliminate discrimination against them in both public and private life. Key Functions
- The department is responsible for the planning, coordination, and administration of all human resource and administrative functions of the Commission. It oversees the development and implementation of human resource strategies, staffing plans, and personnel policies that align with the Commission’s operational goals and long-term institutional needs. Through consultation with departmental supervisors and management, the department identifies workforce requirements, addresses staffing gaps, and ensures the availability of qualified personnel to support the Commission’s activities across all levels.
- A key function of the Human Resource Department is recruitment and selection. The department manages the entire hiring process, including developing job profiles, advertising vacancies, shortlisting applicants, participating in interviews, and facilitating the selection and placement of suitable candidates. This ensures transparency, fairness, equal opportunity, and merit-based recruitment practices in line with labor laws and institutional policies. The department also coordinates orientation and induction programs for newly recruited staff to familiarise them with the Commission’s structure, culture, policies, strategic goals, and code of conduct.
- The department is further responsible for employee welfare, compensation, and personnel administration. It manages the preparation and administration of staff salaries, benefits, and related compensation processes while ensuring compliance with approved financial and administrative procedures. In addition, it supervises attendance management systems, including daily staff clock-in and clock-out monitoring, to promote punctuality, accountability, and productivity within the workplace.
- Another important responsibility of the Human Resource Department is performance management and staff development. The department organizes performance evaluation training for supervisors, monitors the implementation of staff appraisal systems, and ensures that employee performance assessments are conducted fairly and effectively. It also identifies training and capacity-building needs to improve staff competence, professional growth, and organizational performance. Through career development initiatives, the department supports employee motivation, retention, and succession planning within the Commission.

This includes managing administrative personnel, facilitating official documentation such as service passports for senior staff, supporting institutional events and staff welfare activities, and ensuring smooth day-to-day administrative operations within the Commission. The department also supervises administrative staff and promotes teamwork and collaboration among employees to strengthen institutional efficiency and harmony.
- Furthermore, the department ensures that all human resource policies, procedures, and regulations of the Commission remain consistent with national labor laws, public service standards, and the Commission’s governance framework. It promotes adherence to the Commission’s Code of Conduct, anti-fraud policies, and ethical guidelines while encouraging professionalism and integrity among staff members.
- The Human Resource Manager, who heads the department, reports directly to the Executive Secretary of the Commission and serves as a key advisor on personnel and administrative matters. The department is therefore instrumental in strengthening institutional capacity, improving workforce performance, enhancing employee welfare, and supporting the Commission’s broader mission of advancing the rights, inclusion, and well-being of persons with disabilities in Sierra Leone.
